Because when I tried saving my settings, it tried to save it in User/user/Documents/My Games/Borderlands The Pre-Sequel/WillowGame/Config. I think it might be trying to save it somewhere it shouldn’t. I ran the following command on Windows 10 in order to bulk change, recursively, the permissions of everything in my Documents folder and was able to save for multiple games after doing so. 'Try running Steam as administrator, if that fails this worked for me (got it from Steam forum and forgot the name of the person who posted, sorry)
